Dukat, Prefect of Bajor

Fractured
Time adds yet another familiar face from a different time and place in Dukat,
Prefect of Bajor. The third version of Dukat to be released thus far, this
latest installment keeps true to the flavor of Fractured Time with an alternate
universe depiction of everyone's favorite spoon-headed villain. Prefect
Dukat is consistent with previous renditions in terms of cost, staffing,
attributes, and skills (with the notable exception of exobiology replacing
navigation), but his special ability makes this incarnation the most useful
to date.
Dukat, Prefect of Bajor's special ability, which reads, "when this personnel
or another (Cardassian) personnel is about to be stopped by a dilemma, you
may discard a non- (Cardassian) personnel from hand to prevent that…"
is great for standard Cardassian decks because it works like Relentless,
yet only costs you a single extra personnel. If your Gul or Legate is about
to be stopped, simply toss an extra Kolos or Durg from hand to prevent it.
Add in Comfort Women to boost up your Gul/Legate, and you have a fairly
powerful combination on your hands. Another great combo for this type of
deck involves using Dukat in combination with Damar, Useful Adjutant from
Call to Arms when attempting a mission the second or third time. First,
discard a card to decrease the number of dilemmas your opponent can draw,
then, in the event they can even get a dilemma to stop someone, use Dukat's
ability to prevent the stop. Talk about making solving Kressari Rendezvous
a breeze!
Additionally, Dukat's ability only gets better when used in a dual HQ
deck, especially one involving Klingons. In a game, you could easily discard
an extra Kahmis from hand to unstop your Dukat, then use The Promise to
dial in Kahmis' integrity to pass that nasty Gomtuu Shock Wave your opponent
has in store for your low integrity Cardassians. Clearly, the intriguing
combinations of 'cheating' at your disposal with Dukat, Prefect of Bajor's
ability are endless. What more would you expect from a man who claims to
be capable of great kindness?
