Alexander Rozhenko, K'mtar

Tired of seeing the same old, same old Klingon mission selection such as
Brute Force, Investigate Alien Probe, and Rescue Prisoners? Maybe a future
version of Alexander Rozhenko might help lead you to some viable alternatives.
There's just something about a personnel that, when you report him, not
only does he allow you to download up to two events of your choice but you
can play both of them with a cost reduction of three each. The options for
two potentially free events of your choice can jump-start the direction
that you want to go. And they're only limited by your imagination; you could
play two Warrior's Birthrights to help get past dilemmas and help with mission
requirements as well. You could download two Complications and (if you have
a couple of Party Atmospheres, they're free) really set up one painful mission
attempt. You could play Cavalry Raid and A Chance for Glory to get yourself
some potentially free bonus points and to unstop your ship, or if you're
more into the Ning'tao destroy-their-ship mentality, just download some
of your damage-inducing engagement cards. Of course, that's not really the
most diplomatic of things to do but... they are still Klingons.
There's always a catch though and, for Alexander to use his text, you
have to have each of your non-Headquarters missions require Diplomacy. Using
just the Klingon affiliation, there are ten missions to choose from, so
you're not completely lacking in options. Plus, if you team up with another
affiliation, there'll be more missions to consider. Even with the ones that
don't require cooperation, they're not all that difficult for the Klingons
to complete Instruct Advanced Drone just needs someone with Anthropology
and Diplomacy on top of one B'amara; Amnesty Talks needs that same someone
on top of a T'vis (by the way, K'Tal and Jadzia Dax are two Klingon-affiliation
personnel who both have Anthropology and Diplomacy); and, since we need
a planet, how about the relatively easy Archanis Dispute (just need a Klingon
with Leadership on top of T'vis' skills, not as though you're exactly lacking
in those...).
As for his skills, he's not exactly chump change himself either. His two
Diplomacy will help you get around the Gomtuu Shockwave nasty, and his Honor
and Transporters can help get around some Whisper in the Dark nastiness.
He's a High Council member to trigger off K'Tal's text to download an event,
and there never seems to be an end to the number of dilemmas that require
Programming. His attributes aren't too shabby either, with eights in both
Integrity and Strength perfect for helping a Kahless, The Greatest
Warrior of Them All deck to get through dilemmas.
Yes, it's another affiliation-altering personnel for the Klingons, but
at least it offers some variety to the same old, same old... and really,
who wouldn't want to download and play two potentially free events of his/her
choice?
